Khadafy’s International Cultural Conference, Only for Ugandans

There appears to be no credible evidence that the recent so called international conference for African cultural leaders, sponsored by Libya was real. Firstly, the limited but government managed English Libyan press never reported of such a conference. Indeed, a Muganda expatriate working in Tripoli told Sekanyolya that he was surprised to hear that an international cultural conference involving Buganda was underway in Benghazi. He said, “Libya is a small place, either your conference is not going on or those people are just visiting privately.”

A team of Buganda officials, led by Prince Kassim Nakibinge Kakungulu and including Katikkiro JB Walusimbi, went to Libya on August 25, allegedly to attend an African cultural conference. Curiously, the Buganda Attorney General, Apollo Makubuya, whose portfolio is not immediately concerned with culture, was also in the delegation. Sources in Mmengo tell Sekanyolya that Buganda’s most important cultural leaders below Kabaka, the clan heads, were neither closely consulted nor involved in the trip. However, the hereditary ssaza chief of Kooki, Kamuswaga, Ssansa Kabumbuli and the Lukiiko speaker Haji Kaddu Sserunkuuma are supposed to have gone too.

A sometimes unreliable source in Museveni’s Uganda Media Center has informed Sekanyolya that President Khadafy’s “international conference for Ugandans only” was also attended by the Omukama of Bunyoro Gafabusa Iguru, Omugabe of Ankole, Barigye, Acholi Rwot, David Onen Achan, Lango’s Wini, Nyaki Odur and Teso’s Emorimor Osuban. The Omukama of Tooro, whose mother had a highly publicized close friendship with President Khadafy was not mentioned.

In March 2008, Sekanyolya reported that Katikkiro Walusimbi, who was still new in the office worked with Hajj Kagimu and Vice President Gilbert Bukenya, to bring Libya’s President Khadafy to visit Bulange (see Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit). In mid-May 2008, at Nook Bar in Kampala, Sekanyolya heard Owek. Walusimbi describe his plans to get money from Khadafy and develop the Lubiri and Bulange Plaza.

At the time, many Baganda cultural leaders, youths and overseas were very upset that Walusimbi exposed Nnabagereka of Buganda to Khadafy, especially in the absence of her husband. However, many of the same Baganda were quieted by fake rumors that Khadafy and Museveni had fallen out. If the various cultural leaders from Bunyoro, Ankole, etc. who only survive on Museveni's handouts went with the Buganda delegation then it would be relatively obvious that Museveni, Walusimbi and Khadafy are acting in unison.

It is too early to tell how Baganda will react on finding out that the so called international conference seems to have been a ruse to conceal negotiations to lease out the Lubiri to Khadafy and Museveni, and make a lot of money. It should be noted that Owek. Apollo Makubuya was one of those who negotiated the Regional Tier deal, together with Katikkiro Ssemwogerere, John Katende and Charles Peter Mayiga.

Katikkiro Walusimbi Hates Politics, Loves Negotiating With Anti-Buganda Politicians

Sekanyolya's Kampala based advisor says, "JB Walusimbi is not telling the truth, that he is just a structural engineer and has no political skills beyond the simple discussions at Nook Club. If he is indeed a mere engineer who hates politics, then why does he love to secret political negotiations with Museveni and his posse on how to revive the Regional Tier scam and force Kabaka Mutebi into agreeing to talk to Museveni? Why not just simply go to Ssabasajja, admit his now exposed unfitness for the position of Katikkiro, then ask for clemency and permission to resign?”

Talking to newsmen three weeks ago Walusimbi publicly expressed shock that his Katikkiro position involved politics. After claiming that he was forced into taking the job he even expressed regrets that he had accepted the job. This apparently most arrogant provocation of Baganda by a Katikkiro since Martin Luther Nsibirwa, came after president Museveni's government had kidnapped three Mmengo officials, Peter Mayiga, Betty Nambooze and Medard Lubega and claimed that they had committed treason, among other crimes. Katikkiro Walusimbi knew very well that the kidnapped officials had never been involved in the capital offenses that Mr. Museveni was trying to pin on them. However, instead of standing by them and challenging Government to release them or immediately take them to court, Walusimbi alone started to negotiate a "political solution", against the advice of superb lawyers at Mmengo.

Baganda Nkoba za Mbogo and other youths refused to accept what they saw as Walusimbi's show of weakness and duplicity. While the Katikkiro was busy negotiating with Museveni, Tinyefuza, Mbabazi, Grace Ssemakula, Nadduli, Sebunya, Rugunda, Kuteesa, Kayihura and Kivejinja, youths staged protests at his office, demanding that he gives them a formal command to take the battle to the streets. Walusimbi hid from them. Word that Katikkiro Walusimbi knew about the impending kidnaps and never warned Nambooze or Mayiga when he had the opportunity, further tarnished Walusimbi's image.

The worst came when evidence that our Katikkiro is financially beholden to President Museveni. Walusimbi admitted to news reporters that Museveni's state house owes his (Walusimbi's) Associated Consulting Engineers (ACE) over 1 Billion Uganda Shillings in connection with CHOGOM contracts. Since the admission, a source in Mr. Museveni's ministry of works has told Sekanyolya, "This 1 Billion is only part of the story. There is much more money and too many people involved in these mafia style deals. Engineer Walusimbi is in it too deep to ignore Museveni, Nasasira or PS Muganzi. These three can bring down the ACE syndicate in one day and ruin his life and family. Or even by simply leaking information about the people, including prominent Baganda and Banyankore who invest in ACE scams."

Sekanyola has independently confirmed that Katikkiro Walusimbi's company, where he is one of only two directors, has contracts worth millions of dollars with Bank of Uganda, Ministry of Works, State House, NSSF and other clients that are under Museveni's directly control. And at least three of the ACE mega contracts (details omitted to protect sources) are structured as quick-money syndicates involving pooling of political influence and bribe funds to guanrantee deals.

Downing a cold Bell beer in Nakulabye on August 11, 2008, our Kampala based advisor reminded Sekanyola that he warned us not to get excited over Walusimbi's appointment (see "Katikkiro Walusimbi Urged To Drop Bukenya And Start Leading " posting of January 27, 2008). He gloated, "I told you that we needed to watch Walusimbi before drawing so many conclusions. Yes, he is a friendly man generally but he is not necessarily Katikkiro material, as he has admitted himself. Think about it, would someone who is fit for that job take it knowing very well that his financial survival is 100% in Museveni's and Nasasira's control? Or, can you imagine a Katikkiro today who sincerely believes has the position involves zero politics?

"Can someone fit for the Katikkiro office so obviously ignore the over 75% of Baganda are under the age of 30 and who, together with Kabaka's subjects in the diaspora, are the key to Buganda's future? What kind of Katikkiro can actively undermine so many major Baganda initiatives in 2008 - Kabaka’s own Civic Education Committee led by Nambooze, the Buganda Conference in Kampala, the London Federo Conference and Ttabamiruka '08 in the USA? What Katikkiro secretly agrees with Bukenya to offer so called 'radical' Kabaka’s officials like Mpanga, Muliika, Ssegona and Mukubuya expense free trips to UNAA, in order to humiliate them and weaken Baganda agenda of Ttabamiruka ’08?”

Sekanyolya Moving to BugandaPost.com To Improve Reliability

After doing some research and getting advice, we have requested www.Bugandapost.com to start carrying the Sekanyolya writings. There are two main reasons. First, we now need people who really know computers to help us with posting on Blogspot and it had become too expensive. Sending our writings to Buganda Post is much easier. Secondly, we think that working with Buganda Post is in line with Kabaka Mutebi’s message that Baganda doing similar tasks must work together whenever possible.

We expect Buganda Post to give us the final green light soon. So, some time soon, you will start to see a SEKANYOLA column at www.bugandapost.com. SEKANYOLYA WILL NOT BE EDITED IN ANYWAY BY THE BUGANDA POST PEOPLE. WE HAVE AGREED TO BE RESPONSIBLE SEKANYOLYA FOR ANY BAD OPINIONS OR FACTUAL MISTAKES.

Buganda Nationalism Causing Panic, Coalition to Blunt Its Emergence

Sekanyolya’s new London advisor says that since the independence of Buganda on October 8, 1962 and of Uganda on October 9, 1962, our political history has followed the same predictable playbook:
  1. Pick a few ambitious but gullible, publicity hungry Baganda professionals who have influence or access to Kabaka and the wider Buganda community (smart suits). The best Muganda smart suit is one with a good mix of ambition and inferiority complex.
  2. Use the smart suits to convenience the natives of Buganda that they cannot survive without Uganda and a Ugandan president who cares about the Kabaka and his subject’s interests. Make sure to discredit any form of Buganda nationalism by calling patriotic Baganda “sectarian” while promising Buganda everything they want, if they support you.
  3. Use the Baganda smart suits to get access to the political, military and financial weapons to topple the existing anti-Buganda president.
  4. After a honeymoon period, where you grant Baganda a portion of what your predecessor stole from them, create a new political and legal arrangement which can, hopefully, weaken Buganda and allow you to grab even more than all other plunderers.
  5. Continue where your predecessor stopped, with the execution of laws and regulations to weaken isolate the Kabaka, impoverish and divide Baganda – with the goal of making Buganda infeasible. Drop the smart suits as needed.

The advisor says that, “Obote I, Idi Amin and Yoweri Museveni have all successfully used this playbook to stay in power for long periods. Museveni has had a longer run than the others but, in the process, his excesses have also helped us understand the game. As a result, he has created the condition for the resurgence of Buganda nationalism which on one can stop now.”

Evidence is emerging that as the Rwandese president of Uganda starts to loose grip in Kampala, the vultures a circling again. A coalition between Banyankore, Bakiga and a few Easterners and Northerners, who are scared of Buganda’s new nationalism are already working according to the above playbook. The panic started in earnest after Katikkiro Dan Muliika successfully convinced Baganda to ignore the Regional Tier law and caused Museveni’s government abandon it. That is when anti-Buganda forces understood that a coalition was needed to contain animal that Muliika had let of the cage. It was time to return to the proven playbook.

Sekanyolya’s advisor warns Baganda that this coalition is 100% identical to Obote I, Amin or Museveni in the overall objective of subduing Buganda. Their first major event is a conference they plan to take place in London on the weekend of August 23, 2008. They have vaguely called it THE UGANDAN DIASPORA INTERNATIONAL CONVENTION FOR DEVELOPMENT, SOLIDARITY AND DEMOCRACY. “If you know Uganda’s history and carefully examine the program and presenters at this conference, you can see the smart suits (Makubuya, Kajubi, Ssempeebwa, Ken Lukyamuzi, Lule) and the playbook holders (Mushega, Matembe, Byanyima, Bidandi, Akaki) from 10 miles away. Also the other invited British speakers and Mazrui/Mamdani are either willing pawns or have well documented histories of anti-Buganda rhetoric – none of them is a genuine friend of Buganda.”

“How can so called serious Baganda like Makubuya and Lule be oblivious to the implications of engaging in casual depate/discussion with Eli Karuhanga, a member of Museveni’s akazu (secret kitchen cabinet), in charge of state house scholarships and long-term planning?” asked the advisor. Sekanyolya’s sources in Buganda suggest that the planned presence of Eli Karuhanga, the man who publicly claims that “Baganda are political condoms” could be a sign that the organizers have tacit approval from Uganda’s Rwandese president.

Sekanyolya's advisor concludes by alerting Makubuya, Lule, Kajubi and the other Baganda involved in this seemingly innocent venture to wakeup and smell the dung. “If you badly need a microphone, go to Ttabamiruka in Kampala or New York. Baganda youth and those in the diaspora are not willing to offer our Buganda as a stepping stone for others just because you ladies and gentlemen enjoy being at the high table.”

Sad News Plus Thanks To The Kidnap Victims

Dear Sekanyolya readers,

It is with great sorrow that I report some major losses and setbacks in the Sekanyolya family. First, we lost our biggest sponsor and a frequent contributors, a great and patriotic son of Buganda, who died after a long illness (May Allah rest his soul in peace). Due to that death and some serious illness in the rest of team, we had to re-organize our resources substantially, while protecting our sources.

Sekanyolya thanks all those of you who inquired and sent messages of support. We also pray for those of you made up and spread false rumors about Sekanyolya. We are still sick and find it quite difficult to write and take the materials to the web cafe for entry. However, because of what has been happening under the “leadership” of Katikkiro Walusimbi, we will do our best to keep our readers informed.

There might be a few changes in system that Sekanyolya uses, however. To get better support and save on the cost of posting things on the Internet, Sekanyolya is investigating becoming a column on an online newspaper instead of using Blogspot. We will keep you updated.

Finally, Sekanyolya sends greetings and congratulations to the “young turks” of Mmengo for the gallant fight you have put up to stop the ACE boss and his crew from giving away the store. Madam Teacher and Lubega the Clarifier, plus Peter Mayiga, “Mukulike kidnap”. But this only the beginning, since the people who “sold” you are still at Mmengo. The good news is that the only reason that Museveni made up these fake charges is because he and his agents at Mmengo no longer know what to do about your ideas and words. That is why he had to go “primitive”. Keep up the great job! We are confident that Ssabasajja Kabaka himself is very proud of your performance.

Buganda's Future Gets More Secure As Nkoba za Mbogo Reaches Primary Schools

April 2008 could well be month when, finally, the rebuilding of the Buganda nation has formally started. In this historical month the chairpersons of Baganda Nkoba za Mbogo student organizations in primary schools held their first national convention. The conference was presided over by the national President of primary school Nkoba za Mbogo organizations, 14 year old Annette Nabasiita from Buddu county. Other officials include 13 year old Juliet Nakiwala (Vice President) and 13 year old Henry Ssebuuma (Treasurer).

The conference discussed a wide range of issues but put a special emphasis on protecting Buganda land and assets against grabbing and giving Baganda children a decent education. The teenage speakers expressed disappointment about the failure of adult Baganda, including their own parents, to fight for Buganda’s things that the Uganda government stole and Museveni is giving away to foreigners.

Nkoba za Mbogo was started in the mid 1990’s by Baganda students at Makerere University, with tacit support from DP. Its alumni include Mmengo officials, Peter Mayiga and Lubega Sseggona. Over the years the organization has spread its tentacles across educational institutions of all types in Uganda. Evidence of the fire like spread of Nkoba za Mbogo is in the fact that, today, over 60 primary schools have active Nkoba za Mbogo branched and secondary schools have even many more. The DP influence has waned and the organization has turned into a truly national movement. And this could well be the biggest challenge that the Rwandese president of Uganda faces today (see “Americans Sense Genocide Symptoms in Buganda, Talk To Mmengo” of February 8, 2008 and “The Village Chief In Museveni Gets Desperate, Mmengo Advised to Keep Distance” of March 7, 2008). When Museveni opened war on Ssabasajja, over continued stealing of Buganda land, he gave the thousands of Nkoba za Mbogo soldiers a cause around which to rally the troops.

Sekanyolya’s Kampala based legal advisor is confident that Buganda’s future is quite secure, now that Baganda children have decided to reject the misguided “Twebaka ku tulo”, “Banagamba batya?” and “Fe tetulina mundu” slogans of their parents and grand parents. The learned gentleman told Sekanyolya that, “The Chinese have a saying that, ‘If you plan for one year, plant rice, if your plan for 10 years, plant trees, if you plan for 100 years, educate children.’ Most of us Baganda adults have focused on planting rice and trees to fill our stomachs. And Museveni has been busy educating Banyankore, Bakiga and Banyarwanda in how to control Baganda. It is only by the grace of God that Baganda children saw the gap and grew Nkoba za Mbogo, which is properly educating Baganda children in how to defend their nation. When you hear that a child in P7 is fighting for Buganda’s land, be assured that Apollo Makubuya, Buganda’s attorney general, was 100% correct to tell Museveni's MPs that Buganda will ultimately have the means to get back everything that has been stolen by Obote, Museveni and their collaborators.”

Museveni’s Fingerprints Seen On Rush of Murders In Buganda

Shortly before Sekanyolya left the country a few weeks back a series of what appeared to be coordinated murders was taking root in Buganda. Interestingly, the apparent motive in some of these murders was not robbery or personal feuds. And one particular killing set off an alarm among some Baganda Luweero war veterans in Nakulabye who swore that it had Museveni’s fingerprints all over. In that murder, the killers cut the victim’s stomach open, pulled out the intestines and left him to die. The murder spree started shortly so called General Tinyefuza to recoil after threatening Buganda (see “Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit“ of March 24, 2008).

After getting briefed by Europe based Luweero war veterans and ESO sources, Sekanyolya can report that there strong evidence that Tinyefuza’s threats in the Uganda parliament could have triggered the wave of unexplained murders around Kampala. The Europe based veterans explained that, “Cutting a person’s stomach open was a technique that Museveni applied widely to terrorize Baganda, especially UPC supporters. He mostly used it in Ssingo, Butambala, Busujju and a few parts of Busiro and some of the families of the victims were left so terrorized that even today they cannot talk about it. Museveni started that tactic after the war become too difficult and he (Museveni) seemed to be cornered. And we think that, with the Buganda land problem around his neck, he feels cornered again and he is automatically going back to what worked for him before.”

Sekanyolya’s source in ESO thinks that the veteran’s theory is very credible and seems to explain some interesting information that has been coming out of Museveni’s inner circles. For example, over the last several weeks, Museveni has been working hard to reassemble Luweero fighters, especially those with skills to do dirty work. For example, Salim Saleh has been contacting members of various robbery gangs that he and Wavamunno’s brother Kamya employed in the late 1980s. Tinyefunza has also been recruiting some former Kadogo’s (child soldiers) who he used to murder Acholis. Also, Kakooza Mutale and Kalangala Action Plan are now well fed and have been retrained. And even Kasirye Ggwanga, who has been surviving on a diet of sugar canes, has been offered to come back and enter ISO or do free-lance intelligence for state house.

Sekanyolya is yet to confirm if Mmengo officials have a full understanding of Museveni’s skills as a tactician and his affinity for violence and terrorism. The recent failure recognize and obvious “good policeman/bad policeman” ruse by Museveni and Ghadafi has made it more difficult to follow the logic of certain Mmengo official anymore (see “Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit“ of March 24, 2008). Mmengo officials rushed to embrace Ghadafi and after he and Museveni faked a sudden falling-out and promoted it by having Tamale Mirundi plant fake stories in Museveni’s Bunkeddeko and the Banyankore owned Uganda Observer. Abraham Semujju Nganda of Observer got the story personally and directly from Tamale Mirundi, according to a source close to Uganda Observer.

Mmengo Radicals Throw Spanner In M7’s Genocidal Plans, He Counters With Ghadafi Visit

On March 29, 2008 it will be one year since Sekanyolya quoted a Makerere student saying, “Abaganda bajja kutukolako genosaidi nga tulaba” (Genocide against Baganda could start with our eyes open.”) (See “Muguluma Ritual Murder Raises Fears of Genocide Against Baganda of March 29, 2007). Now Sekanyolya can report that the statements made by General Tinyefuza in the Uganda parliament on March 11, 2008 were a deliberate “trial ballon” to gauge the feasibility of terrorizing Baganda and shutting them up for ever (See “‘Mengo demand nonsense’ - Army MP “ in New Vision, “Amagye tegajja kukkiriza bya ttaka lya mayiro 9,000” in Bukedde and “MP names 4 generals owning miles of land” in The Monitor).

The Tinyefuza Coded Message To KAP and Balaalo

A reliable source close to the Banyarwanda community in Uganda has told Sekanyolya that, “Everything Tinyefuza said was first agreed on with Museveni’s akazu (inner circle) and even put in writing. It was both a coded message to the thousands of armed Balaalo and Kalangala Action Plan (KAP) thugs and a trial ballon to gauge Baganda's capacity to respond. What Museveni did not expect is the rapid action by the young Mmengo officials. Indeed, by Thursday night Museveni’s akazu had realized that Tinyefunza’s words had only energized Baganda and frightened the Banyankore, Banyarwanda and Bakiga in Buganda. These Mmengo boys really threw a spanner in Museveni’s genocide option.” According to the source, the man Museveni considers dangerous, Nsubuga Nsambu (Deputy Katikkiro), helped seal the deal when he publicly told Museveni that Buganda is no longer his friend.

On March 11, 2008 David Tinyefuza told Museveni’s parliament, “That clique of Mengo demanding emailo akenda (9,000 square miles), saying land in Buganda is for the Baganda alone, is rubbish and nonsense.” Tinyefuza added, “I want to sound a warning against those advocating fascism and genocide that the UPDF, in carrying out its constitutional duty, shall not tolerate fascism.” The husky Mulaalo was reading from written notes after brave Ssozi Kaddu-Mukasa, of CBS Radio fame and now Mityana MP, introduced a list of Balaalo and Musevenist who have grabbed Buganda 9,000 square miles..

Within 4 hours of Tinyefuza’s “trial ballon” the Mmengo young turks had swung into action and by Saturday Nambooze, Betty Kamya, Mpanga, Kyanjo, Makubuya, Mayiga and many others had rallied millions of Baganda to totally reject Tinyefuza’s statements and prove to Museveni that his genocide will not be a cake walk. The dynamic young turks used talk-show programs on CBS Radio, Capital Radio, KFM Radio, Simba Radio, Radio One and other to reach millions of Buganda and other nationalities and force Museveni’s genocidal akazu into retreat. Indeed, within 72 hours after he floated his trial balloon, the akazu spokesman, Tinyefuza, was on radio apologetically claiming that his statements were not to threaten Buganda but only to clarify that Baganda are not the only ones natives of the 9,000 miles.

Musevenists Expose Nnabagereka To Ghadafi

Sekanyolya can report that the Rwandese president of Uganda had another card up his sleeve, besides the Tinyefuza threats. According to a statehouse source, “For some time, Hajj Kagimu (married to a Libyan woman), Nsibambi, Bukenya, Moses Byaruhanga and certain Musevenists at Mmengo have worked on a secret deal to fleece Ghadafi of Libya under a scheme where he will provide millions of dollars for bribes and funding on Lubiri, Bulange and other Buganda projects, including compensation for tenants and squatters [read Banyarwanda] on Buganda’s 9,000 miles. While the patriotic Mmengo officials were busy pounding on Tinyefuza, Museveni’s intelligence assisted certain individuals in Buganda Government to manipulate Nnabagereka Nnaginda and Prince Kassim Kakungulu into rushing to an ‘emergency meeting’, which was nothing more than a sinister opportunity to put Nagginda and Ghadafi in the same photo and for Ghadafi to checkout the institution that he is supposed to help Museveni kill , starting with the Lubiri money."

Sekanyolya’s Kampala based legal advisor warns Baganda, here at home and overseas, to be extremely vigilant in light of the decision by Mmengo leadership to introduce Ghadafi into Buganda affairs. “Clearly, some Mmengo leaders appear to value their relationships with Bukenya, Museveni and now Ghadafi more than Buganda’s national interests. They don’t care how Ghadafi mistreated the Tooro Kingdom, including ‘using’ their queen, after building them a palace. Otherwise, how could they expose Buganda’s Nnabagereka to the same Ghadafi? Do they think that putting Ghadafi’s money in Kabaka’s Lubiri will will move Buganda forward in any way?”

The legal advisor cautions, “I partly agree with Nambooze’s statement last week that ‘Mmengo alinga baala y’Obuganda– abamu bajja besimbye naye biggwa batagala Obuganda’ (‘Mmengo is like a bar that sells Buganda patriotism – many come in with a straight walk but after a while they get intoxicated and start staggering’) However, this Ghadafi issue proves that, for a few Mmengo officials, blood money is still an effective antidote to the Obuganda Lager. Remember that some of those who ate Museveni’s money on the Regional Tier are still at Mmengo.”

Some unknown people have made it a habit to promote their causes by squatting on Sekanyolya Comments space. Whether intentional or not, these "illegal tenants" are are denying serious Sekanyolya's readers (true Baganda owners) their God given "Akeenda" on Sekanyolya.

The Village Chief In Museveni Gets Desperate, Mmengo Advised to Keep Distance

Even some of the more corrupt and compromised Banyankore and Baganda Musevenists now admit that Uganda’s Rwandese president, cum-village chief, is turning desperate in the face of the growing number of patriotic Baganda youth who are not duped by his scarecrow antics. Now in the unfamiliar territory of being challenged or ignored, the consummate village chief is frantically struggling to reassert himself. Fortunately, the reality is that once he declared to steal and permanently give Baganda’s land to Banyankore, Banyarwanda and Bakiga he had taken the road to Nowhere.

A source in Museveni’s pseudo intelligence apparatus tells Sekanyolya of apprehension, and some cases panic, among many Bahima and Tutsi who have tried to counsel Museveni to take another direction on Baganda and Kabaka only to be dismissed by him. Many of these people, some in the army, came to Buganda with nothing 20 years ago and now they own huge chunks of Buganda land, shops and real-estate and are afraid to lose them if Baganda wake up. To their dismay Museveni, is showing so much hatred for Kabaka and Buganda that Baganda have no choice but to fight back. To complicate matters, the people with most access to him, his wives, Janet and Amelia, Salim Saleh, Elly Karuhanga, David Tinyefunza, Moses Byaruhanga, Hope Mwesigye, Apollo Nsibambi and Tamale Mirundi are all singing his praises. A few of them like Tinyefunza, Janet and Karuhanga even buy into his crazy proposition of a staged mini-genocide on Baganda (see “Americans Sense Genocide Symptoms in Buganda, Talk To Mmengo“).

The source narrates that, “Since the end-of-year showdown with Kabaka Mutebi, Museveni has become more obsessed with breaking Mmengo than ever and he is becoming extremely frustrated by the influence of the young turks at Mmengo. He would pay anything to buy off Lubega-Sseggona or Nambooze or Betty Kamya or Mpanga. He now knows that the old guard who ate his money can longer deliver. Late in 2007 he pumped money into Abdul Nadduli and Levi Zzimbe but they had nothing useful to deliver. He has also concluded that Nkoyooyo and Mulwaanyamuli are now spent forces and Mayiga’s is a typical ‘Sente nja kuzirya ate nkuyuwe mu kulonda’ (‘I will eat your money but refuse to vote for you at the last minute’). Efforts to get something from Katikkiro Walusimbi by spreading word that he Walusimbi depends on Museveni money also seems to have been successfully squashed by the young turks (Bukenya has been bragging to SMAC old boys that they gave Katikkiro Walusimbi a multi-million shilling CHOGOM deal last year). The fact is that the young turks have solid backing from ordinary and angry Baganda, who don't think that it is a crime for Walusimbi's company to get a CHOGOM contract.”

Sekanyolya’s Kampala based legal advisor calls Museveni a typical corrupt village chief desperate because the villagers are don’t buy his lies any more. “This man is dangerous because he is desperate. He and his fellow Basheshe will ultimately be done in by this land war he opened on Buganda. No amount of bribing will change that, because even Baganda NRM MPs like Namabidde are starting to distance themselves from his stand on Kabaka. Namabidde’s braveness challenges every Muganda to examine his behavior and attitudes and ask himself if identifying with Desperate Museveni & Group Ltd is good for his future. Namabidde’s “Let me tell you something, Mister…” to Museveni especially challenges Katikkiro Walusimbi and his team to keep their distance from Museveni and just reject his new land law. Take a leaf from Muliika and reject! Time is on Buganda’s side!”

Circus Around Muliika Trip To USA, His “Larger Than Life” Image In North America At Risk

On February 18, 2008 Yoweri Museveni’s Bukedde reported that Katikkiro Dan Muliika would visit the USA, allegedly to teach about (“Muliika agenda mu Amerika kusomesa ku ttaka”). Since then, plots have been hatched by a sundry of opportunists to capitalize on this trip. The actors on the stage include Museveni’s ESO, anti-Ttabamiruka forces and, obviously, genuine Buganda nationalists. Sekanyolya’s new Washington DC advisor calls it a virtual circus, pointing out that, as usual, when circus comes to town pickpockets get to work. Muliika is reported to have arrived in Los Angeles (LA) California on Wednesday.

Sekanyolya’s DC advisor says that the people who started it all are Dennis K (a.k.a DPK) formerly of MTN Uganda, James a Los Angeles computer manager alleged to practice the Baganda religion (kusamira), Jim, ESO and brother to Museveni’s Naggenda, and Mike, a New Jersey engineer and UNAA loyalist. “My contacts in LA say that, Jim worked through unsuspecting DPK (both are taxi drivers in LA) to convince Muliika to make the trip. Then things became murky as Jim brought in Mike and unsuspecting James to wrestle Muliika from DPK.”

Then DPK broadcast an email, which Sekanyolya has seen, announcing that Museveni’s ambassador to the USA, Mulaalo Kamunanwire would come to LA to debate Muliika on Buganda land. That was the first clear sign that Museveni’s boys were actively working to snare Muliika in unfamiliar territory. According to Sekanyolya’s advisor, “Since Ttabamiruka ’07 smart Baganda know that Musevenist forces highly value microphone time at major Baganda functions (see “Ttabamiruka '07 Leaves Musevenists Confounded”). They want major Baganda figures like Kabaka, Muliika or Kyanjo to pull the crowds but give them (the Musevenists) some microphone time, to create kavuyo (confusion) and dilute the message a Muliika or Nambooze could deliver.

She continues, “Last week we heard that Mike was working with Jim to personally control Muliika’s visit to New York, Boston and DC. And that they had a secret deal with the chairman of Ggwangamujje in New York, the nondescript Joseph, to keep his Baganda organization out of Mike’s operation. But on February 21, 2007, I was a forwarded a suspicious looking email from Mike, announcing that Ggwangamujje NY/NJ was sponsoring a Muliika land seminar (it had ridiculous misspellings). When I called a contact in New Jersey, she told me that, as far as she knew, Ggwangagamujje members had not approved and, in her opinion, Mike and Joseph were using this Muliika visit to kill Ttabamiruka ’08. By the way, Mike’s Ggwangamujje flyer claims that Muliika will come with Betty Nambooze, Hussein Kyanjo, Elias Lukwago and Betty Kamya but we (Sekanyolya team) have not been able to confirm if these 4 are coming.”

Based on information available, Sekanyolya can report that there is an ESO plot to destroy the “bigger than life” images that Muliika, Kyanjo, Betty Kamya and Nambooze enjoy among North American Baganda by engaging them a brawl with Musevenists over Federo or Buganda land. The words recorded and photos taken will then be twisted to generate fake, misleading and negative stories in Museveni’s Bukedde and Aga Khan’s Monitor, which happened to Kabaka Mutebi in September 2007 (see “CBS FM Radio Censors Ttabamiruka Ad That Defends Kabaka”).

Muliika and team could take a lesson from Ttabamiruka ’07, the first major Baganda event to be 100% Museveni-free since 1986. ESO and Museveni’s state house had a similar plan for Kabaka and Mmengo but it was ruthlessly crashed when Musevenists, even Kintu Musoke, were denied the microphone 100%. That is why, this time, Kalemba and team are working through Mike and Joseph to control Muliika’s visit and also kill Ttabamiruka ’08. Indeed, Sekanyolya has seen a threatening email from chief Matovu where he warns New York Baganda who were planning a Ttabamiruka ’08 meeting that Ggwangamujje would not legally sanction it.

Americans Sense Genocide Symptoms in Buganda, Talk To Mmengo

Ssekanyolya’s sources in Mmengo confirm reports in the Banyankore owned Uganda Observer newspaper that USA Embassy officials had talks with Buganda Government ministers regarding Museveni’s attempts to grab Buganda land (see “NO DEAL”). According to the sources, the Americans, the writing is on the wall that something even worse than Kenya’s post-election violence may be coming Uganda’s way.

The decision by the Americans to go to Bulange and talk to Mmengo comes in the wake of signs that Uganda is on track to experience sectarian violence that could make Kenya’s so called genocide look like a stroll in the park. The first and most obvious sign is that Museveni has pushed Baganda against the wall, with his single minded determination to destroy the Buganda nation. He has used the few Baganda he owns, like Nsibambi, Ssekandi and Bukenya to enable his plans. Thousands of Baganda have been displaced and their sacred burial grounds (ebijja) bulldozed. Baganda youths all over Kampala now publicly express solidarity with Kenya’s ODM of Odinga and openly warn Banyankore and their supporters to count their days.

The second sign is that other nationalities in Uganda, led by the Acholis, have sensed that the now much younger and less cowardly Buganda population can be a much more formidable armed enemy than what the apologetic Mmengo leadership and Baganda MPs portray. As a result, dual “you are with us (Buganda)” vs. “you are with our enemy (Museveni)” alliances are slowly taking root. Details are sketchy but the word on Ganda Street is that the Acholi, Karamajong, Iteso, Langi and Basoga are now on Buganda’s side (about 50% of Uganda’s population). And Banyankore, Banyarwanda, Bakiga and Banyoro are firmly on Museveni and Nsibambi’s side (about 30% of Uganda’s population).

The third sign, which would make Uganda’s crisis much bigger than Kenya’s, is that Uganda, especially Buganda, is awash with illegal guns. Thanks to the constant wars and military coups since 1966, and Museveni’s 22 years of high-end corruption, Uganda has one of the largest stocks of illegal guns in sub-Saharan Africa. This is complicated by the fact that over 100,000 Baganda have some (and dangerous) skills in gun handling due to Museveni’s 20 year old “Muchakamuchaka” quasi-military training programs. These Baganda, mostly below 40 years, are much more likely to take risks with fire arms than previous generations.

The fourth sign is that neither the Uganda Police nor the UPDF (army) is professional enough to remain under a single command in a crisis like that in Kenya. Both forces are controlled by Banyankore and Banyarwanda military personnel at the top, while the rank and file are from nationalities that are emerging to be “on Buganda’s side”.

Then there is the Special Police Constables (SPC), thousands of army personnel who have been given police uniforms and deployed in Buganda, especially around Kampala, ostensibly to intimidate Baganda. These “undisciplined army men” have killed several Baganda over girlfriends and CD-players alike. It is this type of undisciplined force that could, in a single incident, ignite the fuse that will let hell break loose in Uganda.

Finally, there are signs that the Rwandese president of Uganda is willing to gamble and stage some form of genocide in Buganda. A Muganda source in Museveni’s intelligence apparatus tells Sekanyolya, “We hear that Museveni wants to deal Buganda the final blow through some type of genocide, where he would kill Kabaka, most princes and few thousands of Baganda under the pretext that he is trying to stop them from committing genocide. His estimation is that Baganda would be so terrorized that they would never recover.” According to the source, the Balaalo who are flooding into Buganda now are first trained in the use of an AK47. He adds, “Museveni’s government has over the years settled thousands of Basheshe all over Buganda by clandestinely giving them cash to buy land. There is now evidence that Tinyefunza and Nyakairima running a rapid militia training program for these Buganda based Basheshe in Buwekula (Buganda), Kyenjojo (Tooro) and on the shores of lake Victoria in Gomba/Buddu (Buganda). Some of these youths have been arrested as suspected terrorist while on the way to training camps. But Kyanda, Tinyefunza and Kaihura immediately release them and assist them to continue. If you ask me I would that that these are Banyankore militias being trained to deal with Baganda villagers.”

It is not clear which of the above signs might have prompted the Americans to sense that Uganda is steadily sliding towards genocide and go to Bulange. What is clear is that Mmengo, which has all along been timid about looking Museveni’s financiers in eye, since Dan Muliika was fired, now have no alibi for fearing Museveni so much.
